Trump Orders Creation of Sovereign Wealth Fund, Potential TikTok Acquisition on the Horizon
On Monday, President Donald Trump signed an executive order directing the U.S. Treasury and Commerce Departments to establish a sovereign wealth fund, a strategic investment vehicle that may play a role in the future of social media platform TikTok.
A New Investment Fund for America
The concept of a sovereign wealth fund involves creating an investment fund designed to operate outside of the Federal Reserve and the Treasury Department, aiming to boost the nation’s financial resources. Although the specifics of the fund’s creation remain unclear, one key requirement is that it will need congressional approval. The financial details, such as how the fund will be capitalized, have not been disclosed.
“We have tremendous potential,” Trump stated during a press briefing in the Oval Office on Monday. “I think in a short period of time, we’d have one of the biggest funds.”
The President also revealed that the Treasury Secretary, Scott Bessent, and Howard Lutnick, his nominee for Commerce Secretary, will lead the initiative to launch the sovereign wealth fund. Bessent, addressing the media, confirmed the timeline: “We’re going to stand this thing up within the next 12 months. We are going to monetize the asset side of the U.S. balance sheet for the American people.”
Global Context and U.S. Sovereign Wealth Funds
Sovereign wealth funds are a common financial tool used by governments around the world. More than 100 countries have established their own funds, including major players like China, Saudi Arabia, and the United Arab Emirates. Within the U.S., 20 states currently manage their own sovereign wealth funds, with Alaska’s fund being the largest among them, valued at over $80 billion in 2024.
Saudi Arabia’s sovereign wealth fund, which has backed several high-profile investments in Silicon Valley, has faced scrutiny from critics who argue that it serves as a tool for foreign influence, especially given the country’s controversial human rights record.
Trump had previously hinted at the idea of establishing a sovereign wealth fund during his 2020 campaign. In a September speech, he suggested that funds raised through tariffs and other policies could fuel the creation of a substantial wealth fund. “We’ll have the greatest sovereign wealth fund of them all,” he declared at the time.
Congressional Approval and Political Uncertainty
The creation of the fund is not without political hurdles. While congressional approval is essential for the fund’s establishment, lawmakers will have less control once it is set up. The future of the fund remains uncertain, especially with differing views across political lines.
According to reports, senior officials in the Biden administration had been exploring a similar initiative for funding domestic infrastructure and manufacturing before the 2020 election. However, Trump’s approach to the sovereign wealth fund has garnered its own set of concerns.
Potential for a TikTok Deal
In addition to its investment potential, Trump suggested that the newly formed fund could play a role in facilitating the purchase of TikTok, the popular social media app. With approximately 170 million users in the United States, TikTok has been at the center of a heated national security debate due to its ownership by Chinese company ByteDance.
The U.S. government had previously mandated that ByteDance either sell TikTok or face a ban, with the deadline set for January 19. However, Trump delayed the enforcement of this law by signing an executive order on January 20, extending the decision by 75 days. The President expressed that he has been in discussions with various parties regarding the potential acquisition of the app and expects to make a decision in February.
“We’re going to be doing something perhaps with TikTok, perhaps not,” Trump commented on Monday.
The Broader Impact of Trump’s Executive Orders
Since his return to the White House, Trump has issued a series of executive orders that span a wide range of topics—from tariffs to transgender rights—promising to reshape significant aspects of American policy. These orders have already sparked a flurry of activity within the federal government, adding another layer of uncertainty to the country’s political and economic future.
As the U.S. navigates this new direction under Trump’s executive orders, the creation of a sovereign wealth fund and the potential acquisition of TikTok are sure to remain key talking points. How these developments will unfold is still to be determined, but one thing is clear: Trump’s presidency continues to challenge the status quo in American governance.
