India Extends Startup Support to Accelerate Deep Tech Innovation
Deep technology ventures — spanning fields such as space exploration, semiconductors, and biotechnology — typically require far longer development cycles than conventional startups. Recognising this reality, India has introduced significant changes to its startup policy framework, aiming to give science-led companies the time, capital, and regulatory stability needed to reach commercial viability.
A Longer Policy Runway for Deep Tech Startups
The Indian government this week announced a major update to its startup framework, extending the definition period for deep tech startups from 10 to 20 years. Alongside this, it raised the revenue cap for eligibility for startup-specific tax, grant, and regulatory incentives to ₹3 billion (about $33.12 million), up from ₹1 billion (around $11.04 million).
The revised framework is designed to better match public policy timelines with the extended development horizons required by engineering- and research-driven companies, many of which remain pre-commercial for years.
Public Capital Joins Regulatory Reform
The policy update is part of a broader strategy by New Delhi to cultivate a long-term deep tech ecosystem by combining regulatory reform with patient public capital. Central to this effort is the ₹1 trillion (around $11 billion) Research, Development and Innovation Fund (RDI), announced last year to support science-led and R&D-intensive ventures.
At the same time, U.S. and Indian venture firms have collaborated to launch the India Deep Tech Alliance, a private investor coalition of more than $1 billion, including Accel, Blume Ventures, Celesta Capital, Premji Invest, Ideaspring Capital, Qualcomm Ventures, and Kalaari Capital, with Nvidia serving as an adviser.
Addressing the “False Failure Signal”
For founders, the extended startup classification may resolve a long-standing challenge. Under the previous rules, many deep tech companies lost their startup status while still in the research or pilot phase, creating what investors describe as an artificial pressure point.
“Under the previous framework, companies often risked losing startup status while still pre-commercial, creating a ‘false failure signal’ that judged science-led ventures on policy timelines rather than technological progress,” said Vishesh Rajaram, founding partner at Speciale Invest.
“By formally recognizing deep tech as different, the policy reduces friction in fundraising, follow-on capital, and engagement with the state, which absolutely shows up in a founder’s operating reality over time,” Rajaram told TechCrunch.
Capital Gaps Beyond Early Stages
Despite regulatory progress, investors note that access to funding — particularly after the seed stage — remains a critical challenge.
“The biggest gap has historically been funding depth at Series A and beyond, especially for capital-intensive deep tech companies,” Rajaram said.
This is where the RDI Fund is expected to play a complementary role. Arun Kumar, managing partner at Celesta Capital, explained that the fund is structured to channel public capital through venture funds operating on commercial timelines.
“The real benefit of the RDI framework is to increase the funding available to deep tech companies at early and growth stages,” Kumar said, adding that its design avoids distorting private investment decision-making.
Avoiding the ‘Graduation Cliff’
Siddarth Pai, founding partner at 3one4 Capital and co-chair of regulatory affairs at the Indian Venture and Alternate Capital Association, highlighted that the revised framework prevents a “graduation cliff” that previously cut companies off from support just as they began scaling.
According to Pai, the RDI Fund is now taking shape operationally, with an initial group of fund managers selected and the process under way to appoint venture and private equity managers.
While India already has private capital in areas such as biotech, Pai told TechCrunch that the RDI Fund is intended to serve as a central anchor for broader capital formation. Unlike traditional fund-of-funds models, it can also invest directly and offer credit and grants to deep tech startups.
India’s Deep Tech Funding Momentum
India remains an emerging player in global deep tech investment, but recent data suggest renewed momentum. Indian deep tech startups have raised $8.54 billion in total to date.
In 2025, funding reached $1.65 billion, rebounding sharply from $1.1 billion in each of the previous two years after peaking at $2 billion in 2022, according to Tracxn.
“Overall, the pickup in funding suggests a gradual move toward longer-horizon investing,” said Neha Singh, co-founder of Tracxn.
By comparison, U.S. deep tech startups raised approximately $147 billion in 2025, while China accounted for roughly $81 billion, underscoring the scale gap India still faces.
A Long-Term Signal to Global Investors
For international investors, the policy shift is being interpreted less as an immediate catalyst and more as a long-term signal of intent.
“Deep tech companies operate on seven- to twelve-year horizons, so regulatory recognition that stretches the lifecycle gives investors greater confidence that the policy environment will not change mid-journey,” said Pratik Agarwal, a partner at Accel.
“The change shows that India is learning from the U.S. and Europe on how to create patient frameworks for frontier building,” Agarwal told TechCrunch.
Can India Retain Its Deep Tech Champions?
Whether the new framework will reduce the tendency of Indian deep tech startups to relocate overseas remains uncertain. Agarwal noted that the extended runway strengthens the case for building in India, though access to capital and customers remains decisive.
He added that India’s public markets have shown increasing appetite for venture-backed technology companies over the past five years, making domestic listings more viable and potentially reducing pressure to incorporate abroad.
Ultimately, investors say success will be measured by outcomes rather than policy design alone.
“It would be great to see ten globally competitive deep tech companies from India achieve sustained success over the next decade,” said Arun Kumar, describing that milestone as the true test of India’s deep tech ambitions.
